TAIWAN is playing a global citizen's role and needs your support

Share this [CNN iReport: Taiwan Parliament Occupied by protesters 1st time in History] to your international world and rise awareness on basic human/ civil rights issue to your surroundings. Taiwan is not a unique lonely case. Taiwan's drama has been played again and again in the history in every nowadays countries. To normalize Taiwan's international relationship. Taiwan needs to show our action towards a real democracy. Here we are, we are seeking for a fair communication with the government who treats the people like shit or deaf or dumb or uneducated inhuman beings.

This is ongoing. There are students/ protesters inside the parliament. There is a growing number of police coming and surrounding outside the building. For some hours, the protesters could not get food nor go to the toilets. There are more and more protesters coming to support from outside. There are huge defending fences with thorns outside. Who does this government want to fight against? Democracy Taiwan and humanity in general.

What you can do is 1. to spread the words to show that you care 2. to keep an eye on the sovereignty status of Taiwan. No one could benefit if there is one more Tibet in the world, especially it is my country TAIWAN. Thanks for your concern once again. You have my gratitude.

中國以經逼政? 台灣執政黨強行通過中臺服務貿易協議審查

台灣內政委員會國民黨召委張慶忠本日(17日)自行宣佈,《兩岸服務貿易協議》(以下簡稱《協議》)送立法院審查已逾3個月的期限,依法視為已經審查,送交立法院表決。執政黨國民黨原本宣稱會尊重朝野協商結論,逐條、逐項審查,今天卻跳過宣讀的程序,並將兩國間的協議降級為「行政命令」,視為已經審查。

不安全、不平等的中臺兩國《協議》

《協議》是台灣與中國兩國在ECFA架構下於2013年6月簽訂的服務業及貿易方面的協議,旨在兩國相互開放服務業市場。台灣國民黨政府對中國企業開放64大項行業,將嚴重衝擊台灣企業及勞工的權益,其中也包括影響台灣言論自由的網路資訊流通、廣告電信業,及暴露台灣國土安全的陸海空運輸業,加以中國若掌握了台灣的印刷業及零售業後,極可能危害台灣的出版自由。

此外,《協議》開放中國人只需約23萬歐元即可投資移民到台灣,且中國政府對台灣企業有諸多條件及障礙,如限地、限項,另須遵照其他中國相關法令,及大大小小的潛規則;然而台灣政府對於進入臺灣的的中資企業卻皆寫明「沒有限制」。


不民主、不正義的中臺兩國《協議》

2013年6月20日台灣國民黨政府在與中國政府簽訂《協議》時,並未與專家學者或業界人士討論過,於是立院朝野兩大黨(國民黨與民進黨)於25日協商需就協議內容逐條、逐項討論,並於9月決定加開16場公聽會。執政的國民黨於9月30日至10月2日三天內便舉辦了8場公聽會,對於現場專家學者的問題與建議未做出正面的回應,台灣政府至今對於《協議》的內容也未做修改。

針對此影響甚大台灣經濟的政策,執政黨國民黨立委張慶忠在2014年3月10日舉辦的最後一場公聽會中引述法條表示,立法院於三個月內未完成審查即視為已審查,認定《協議》已通過委員會的審查。台灣的反對黨民進黨於當日的公聽會後,便排定內政委員會於12、13日審查《協議》內容,欲逐條審查貿易協定之內容,由民進黨立委陳其邁擔任審查會議主席,卻遭國民黨立委們以搶奪麥克風、簽到表等手段進行干預,無法於該日進行任何協議內容的審查。接著,國民黨又於17日排定《協議》的審查會議,由國民黨立委張慶忠擔任此次審查會議主席,反對黨民進黨立委們占領主席台意圖杯葛議事,張慶忠則在會場角落以麥克風宣布;「出席人數52人,已達法定人數,開會,進行討論事項,《協議》已逾3個月期限,依法視為已經審查,送院會存查,散會。」整個過程僅持續三十秒,便通過《協議》的審查會議,交至立法院投票表決。台灣行政院發言人孫立群對此則表示「尊重立法院決定,並感謝立法院聯席委員會及召委張慶忠的辛勞。」

中國以經逼政、台灣民主堪憂

目前台灣國會由執政黨國民黨佔大多數席次,若審查就此通過,中臺兩國的《協議》便勢在必行,台灣被中國從經濟影響乃至政治干預的風險也將無法避免。

Der dem Innenausschuss angehörige Abgeordnete der derzeitigen Regierungspartei, der Kuomintang (KMT), Chang Ching-chung, hat am 17.3. 2014 öffentlich bekannt gemacht, dass das Handelsabkommen wegen des Ablaufs der Bearbeitungsfrist von 3 Monaten als zur Beratung im Plenum zugelassen gelte und an das Parlament zur Abstimmung weitergereicht werde. Die Kuomintang hatte ursprünglich versprochen, dass sie in Beratung mit den Oppositionsparteien jede Vorschrift des Handelsabkommens genau überprüfen würde. Jedoch haben solche Beratungen nicht stattgefunden. Stattdessen wurde das Abkommen unter Umgehung der üblichen Gesetzgebungsverfahren auf den Status einer Rechtsverordnung herabgestuft, wodurch es zur Abstimmung ins Plenum zugelassen worden ist.


Nicht sicher, nicht fair: Das Handels”abkommen” zwischen Taiwan und China

Das “Abkommen” zwischen Taiwan und China wurde im Juni 2013 im Rahmen des bereits beschlossenen Handelsabkommen ECFA ausgearbeitet und umfasst die beidseitige Öffnung der Dienstleistungsmärkte. Die taiwanesische Regierung hat insgesamt 64 Branchen für chinesische Firmen geöffnet. Somit würde das Abkommen starken Einfluss auf taiwanesische Firmen und Arbeitnehmerrechte in Taiwan ausüben. Dies betrifft unter anderem die für Meinungs- und Pressefreiheit besonders wichtige Telekommunikationsbranche, die Werbebranche, und die für die Sicherheit Taiwans sensible Transportindustrie. Sollte die taiwanesische Medienbranche unter die Kontrolle Chinas geraten, würde dies eine ernsthafte Bedrohung der Pressefreiheit in Taiwan darstellen.

Darüber hinaus kann jeder Chinese, der mindestens einen Geldbetrag von umgerechnet lediglich 230.000 EUR in Taiwan investiert, nach Taiwan immigrieren, während die chinesische Regierung für taiwanesische Firmen eine Reihe an Bedingungen und Hürden aufrecht erhält, wie zum Beispiel Einschränkungen im Bezug auf Ort und Art der Investitionsprojekte sowie weitere Auflagen und ungeschriebene Regeln. Die taiwanesische Regierung hat sich hingegen dazu verpflichtet, keinerlei Beschränkungen gegenüber chinesischen Firmen, die in Taiwan investieren wollen, auszuüben.

Das undemokratische und ungerechte Handelsabkommen zwischen Taiwan und China

Als die Kuomintang-Regierung den Vertrag mit China am 20. Juni 2013 unterzeichnete, fand dies ohne Diskussion mit Experten aus Industrie und Wissenschaft statt. Aus diesem Grunde haben die beiden großen Parteien Taiwans (die Kuomintang sowie die Demokratisch-Progressive Partei) am 25. Juni beschlossen, den Vertrag Absatz für Absatz und Thema für Thema zu beraten.  Im September wurden daraufhin 16 öffentliche Anhörungen angesetzt. Die Regierungspartei hat zwischen dem 30.09. und 02.10. innerhalb von drei Tagen acht Anhörungen abgehalten, aber auf die von den anwesenden Experten gestellten Fragen und Vorschläge nicht reagiert. Eine Veränderung des Inhalts des Abkommens hat bis heute nicht stattgefunden.

China versucht, mit wirtschaftlicher Macht die Politik Taiwans zu erpressen. Die taiwanesische Demokratie ist in einem besorgniserregenden Zustand.

Gegenwärtig hat die Regierungspartei Kuomintang auch im Parlament eine Mehrheit, wodurch eine Annahme des Handelsabkommens als sicher gilt. Kommt das Handesabkommen zustande, ist ein stärkerer Einfluss Chinas auf die Politik und Wirtschaft Taiwans unvermeidlich.

The legislator from Taiwan’s governing party KMT Ching-Chung Chang (張慶忠) as the Internal Affairs committee, self-declared and announced today (the 17th) to Taiwan Parliament (Legislative Yuan), "Cross-Strait Agreement on Trade in Services" (hereinafter referred to as the "Agreement") reviewed for more than three-month period, has been deemed by law to review and has submitted to the Legislature vote. The governing party KMT had previously claimed that the decision would be correspondent to consultative discussions, respect the consultation conclusions by reviewing one by one, list by list. However, Chang skipped the reading process entirely today, and the international “Agreement” has been degraded straight as an executive order, and the deliberation has been deemed as already finished and deliberated.

The international “agreement” with unsafe and injustice between Taiwan and China

The “agreement”, regarding to the service and trade sectors, was signed on September 2013 under the framework of ECFA to improve the freedom of the service market between Taiwan and China. Without the assessment of impacts, KMT agreed with the opening of 64 categories of industries from China, which is possible to have negative impacts on the right of enterprises and labors from Taiwan. The opened sectors include transportation industry (aviation, shipping and land transportation) which has potential to bring the risk of national security of Taiwan, as well as the industry of communication (internet and information service), advertising and telecom that may influence the freedom of speech in Taiwan. Also, if China controls the routes of Taiwan’s printing industry and retail sector, the freedom of press will be under threaten.In addition, the “agreement” was signed under an unfair investment condition. For example, Chinese can invested immigrate to Taiwan with about 230 thousands EUR, and no any other restriction about the investment from China to Taiwan’s market. On the other hand, the “agreement” was set with lots of restricted condition and obstacles, like restricted in specific places or items, for Taiwan’s companies to enter the market of China, and these companies have to follow all the regulation and potential rules from China. This agreement may have benefit for huge companies but sacrifice the right of companies with small and middle scale.

The undemocratic and injustice “agreement" between Taiwan and China


On 20th, June 2013, Taiwan KMT government and the government of China signed the agreement without having a thorough discussion with professional scholars or concerning industry insiders. On the 25th, the two major parties (KMT and DPP) agreed to examine the details of the agreement list by list and in September they decided to open 16 extra public hearings. The ruling party KMT held 8 public hearings within three days (30th Sep -2nd Oct) and did not have any direct responses to the questions and advices of the scholars on site. The content of the "agreement" has not been modified by the government by far as well.

Legislator Chang Ching-Chung(張慶忠) declared in the last hearing on 10th March, 2014 according to the related Act, this police that will shatter the economy system of Taiwan has been considered "reviewed" since the examination of it has not been finished by the Legislator Yuan within three months. The opposite party DPP arranged the review procedure of the Internal Administration Committee on the details of content of the "agreement”, which is scheduled on 12th and 13th, after the hearing that day. The Legislator Chen, Chi-Mai(陳其邁) from the DPP party was assigned as the chief of the committee; However, the whole procedure was intervened by the legislators of KMT party by taking away his microphone and sign-up sheet; thus, the examination was not able to initiate that day. In addition, the KMT party held a review meeting of the "agreement" on 17th. While the legislators of the DPP party was trying to take down the podium, legislator Chang Ching-Chung(張慶忠) of the KMT party who was the chief of this committee announced at the corner of the conference hall :"The number of the present persons is 52, reaching the legal number required, this meeting starts right now. Proceed to discussion. The "agreement" has exceeded the limits of three months and could be seen as "reviewed" according to concerning regulations. It will be sent to the related Yuan for documental filing. Dismissed" The whole procedure had only lasted for 30 seconds then the "agreement" was considered reviewed and would be sent to the Legislator Yuan for voting process. Upon this incident, the spokesman of the Executive Yuan of Taiwan, Sun, Li-Chun (孫立群) indicated that "We respect the decision of the Legislator Yuan and profoundly appreciate the endeavour of the Joint Committee of Legislator Yuan and legislator Chang, Ching-Chung".

China Pushes Political Agenda with Economic Approach, Threatening Taiwan’s Democracy

Taiwan Parliament (Legislative Yuan) is currently and strongly under the governing party KMT’s control, with a stable majority and main political power. Should the deliberation be seen as completed, such Agreement will be enforced, and Taiwan will inevitably be under the risk of China’s interference, economically as well as politically.
